- offender rehabilitation/counseling
- community outreach targeting hi-risk or at-risk households
- teach conflict resolution / anger management /etc in schools, taught as a actual social skills course. Start at primary level.
- teach basic self-defense, particularly for females, as part of the school's P.E. curriculum.
